Requirements Development
At the beginning you have limited tasks to do in your colony. Not many buildings are available for building, you cannot research nor can you build ships.
And very likely you are not sure what is best to do first as your resources are limited.

A good place to visit are the Requirements pages:

There are 4 sub pages : Structures, Technologies, Ship Hulls and Ship Modules.
Each one has all the available in game items, but those that you can use are colored green while those you do not have access to yet are colored red.
Under each item there is a short description and right below are the requirements that each item has.
Requirements are of 2 kinds : Technologies and Structures.
A simple example is the Biology technology, in order to research it you need to have a Univeristy and a habitat level 2 in your colony. As soon as you build them Biology will become green and you can visit your University to order your scientists to start researching it.

The same principle affects all items: you have to fulfill the requirements in order to have access to the item

Note that while technologies are an asset of your whole empire, structures are assets of each of your colonies. In the above example you need to have a Univesity and a habitat level 2 in the same colony if you want to research Biology. But as soon as you research Biology it will affect you empire as a whole.
As more and more items unlock through your advance in technology, you will soon be able to design your ships.
